PARA AUTORIZAR LAS FUMIGACIONES HASTA EL BORDE DE CASAS, ESCUELAS Y HOSPITALES
Ud. puede reclamar por su salud.
El Ministerio de Asuntos Agrarios de la Provincia de Buenos Aires creó en 2010 la Mesa de Trabajo sobre el Proyecto de Modificación del Decreto Reglamentario 499/91 de la Ley de Agroquímicos 10.699. Lo que podría haber sido un espacio para resolver los innumerables problemas relevados en todo el territorio provincial por exposición a plaguicidas, se convirtió en una trampa que podría costar la salud y la vida de miles de coprovincianos. El dictámen permitiría fumigar sin restricciones a Agrotóxicos Clase 3 y 4.
En lo metodológico impugnamos la Mesa de Trabajo creada de modo arbitrario, por
1. No es plural. En ella no están representadas las diferentes escuelas de pensamiento ni los distintos territorios y sus características particularísimas. Se negó concretamente la participación a instituciones de probada trayectoria en el tema.
2. No es interinstitucional, ya que no hubo presencia de ninguna institución que represente específicamente a los vecinos que son y serán los afectados por las fumigaciones, ni representantes del Ministerio de Salud ni de los hospitales ni centros de salud de la provincia;
3. No es interdisciplinario, ya que no están representadas las disciplinas de la salud, ni la sociología, ni la ecología; y solamente está representada la escuela neoliberal, en todo caso, de la economía, a través de las Cámaras. Una mesa de trabajo que diga tratar temas de salud no puede NO TENER NINGUN MEDICO
4. No puede organizarse una mesa de trabajo para tratar un conflicto de intereses, donde esté representada sólo una de las partes, y los intelectuales de las escuelas de pensamiento que avalan la postura de esa parte, estando ausentes y censurados todos los que la cuestionan, dado que se trata de un conflicto entre dos partes: Productores, vendedores y aplicadores por un lado, y habitantes fumigados por el otro.
5. No pueden las Cámaras empresarias estar reglamentando sus propias actividades. No es posible que sean juez y parte.
6. No puede decidirse en temas tan sensibles sin apelar a ninguna epidemiología.
7. No pueden discutirse los impactos de los agrotóxicos en la salud sin intercambiar información alguna con el colectivo Médicos de Pueblos Fumigados, de reciente reunión y otras instituciones y organizaciones que de manera sistemática trabajan en el tema dese hace mas de 20 años.
8. No se contemplan las condiciones ambientales al determinar los equipos de protección a utilizar durante la etapa de dosificación y aplicación.
9. No se establecen los organismos que realizarán las difíciles funciones de monitoreo.
10. No se establecen mecanismos de información, sensibilización y capacitación para productores y trabajadores.
En lo específico, consideramos que:
1) Las clasificaciones toxicológicas no son instrumentos para fijar distancias libres de fumigación y esas clasificaciones deben ser siempre usadas como criterios complementarios, nunca como criterio principal, tal como lo viene sosteniendo incluso la OMS hace ya tanto tiempo.
La baja toxicidad aguda es en realidad la baja toxicidad letal aguda (DL50), es decir, la dosis que mata en corto tiempo al 50% de la muestra analizada. No se refiere a la toxicidad aguda en general, que es la que produce el daño en el corto plazo; ni a la toxicidad crónica que es la que se produce por padecimiento de dosis repetidas o cuando el daño aparece en el mediano y largo plazo, que es el caso de los vecinos fumigados sistemáticamente
Ese tipo de argumentaciones, que muestran los daños que supuestamente no hacen los pesticidas y ocultan los daños que sí generan, son los que esgrime el discurso sojero transgénico cuando defiende el uso de esos productos. Y los defiende de esa manera porque no puede hacerlo de otra.
El informe FAO/OMS 2004 no señala ningún estudio de afectación a la población en general ni comenta sobre estudios epidemiológicos, lo que significa que no fueron considerados por el Comité.
2) Son insuficiente las distancias establecidas respecto de los cursos de aguas al realizarse las aplicaciones. Los plaguicidas pueden alcanzar dichos cursos ya por infiltración como por arrastre de partículas solidas – erosión – y relaves a causa de las lluvias.
3) Se establecen reglamentaciones de dudosa posibilidad de aplicación. Por ejemplo, la venta bajo receta agronómica, la autorización para hacer mezclas o sobre las tecnologías de aplicación, que han sido sistemáticamente violadas y que ya se hallan en la ley vigente.
4) Las aplicaciones de productos clasificados como clase III y IV a menos de 300 metros de las zonas habitadas desconoce la arbitrariedad e insuficiencia de criterios de esas clasificaciones asi como la posibilidad de bioacumulación, arrastre a grandes distancias y persistencia en el ambiente.
Señores, las fumigaciones además de transformar el amamantamiento de una madre hacia su pequeño hijo en un acto de envenenamiento, provocan estas cosas:
